Oracle unavailable ora-01034

I am trying to create sqlplus to connect to oracle. When I log in using:

User: sys as sysdba Pass: 

He says that he is connected to an unoccupied instance.

And when I try to create a table, it gives an error

 ORA-01034: Oracle not available Process ID: 0 Session ID: 0 Serial number: 0 

Why doesn't this create a table?

First and foremost:

Use only a SYS account to work with DBA. Never use it for "normal" work (for example, creating tables) - use a special ordinary user account for this.

Secondly: “connected to an idle instance” means that Oracle did not start. Thus, since you are already connected as sysdba (again: what you only need for DBA tasks), you need to start Oracle with the command

 startup 

in SQL * Plus.

Then log out, log in with a regular user, and create your own table.
