The documentation for UIElement.IsEnabled documents the behavior you see:
Elements that are not included do not participate in impact testing or focus and therefore will not be sources of input events.
The logical conclusion for me is that if you want to handle mouse events, you will not disable the control. Instead, use a different method to achieve what you want. For example, if it is an input control, it may be good enough to make it read-only and not disabled. Your question doesn’t really explain why you want it, so I can’t figure out what the correct method will be for you.
