What is the purpose of the emacs menu bar in console mode?

Downloading emacs into the terminal (console) window at the top is a menu containing File, Edit, Options, etc. As for my googles, the way to access it is F10, Mx menu-bar-open, etc. However, this opens a new buffer with the contents of the menu bar. It seems funny to me. Why does a developer need to spend the entire line of an accessible screen with a menu that does nothing?

If there is a way to expand the menu item, for example, “Open file” down and let me select options using my keyboard without opening a new buffer (which I cannot figure out how to do this), I don’t know, t see any purpose of having a line menu at the top, except to remind me that File, Edit, etc. exist.

So, is there a way to get the menu item to expand? Or is it just a reminder?

Put this in the .emacs file: (menu-bar-mode -1)

All problems are resolved.

To be fair, when you press f10, it highlights the “file” when you are not in console mode.
