Install custom site unreachable page on Azure sites?

Is there a way to define a custom HTML page or redirect to another site when the site is offline, instead of having a shared site inaccessible ?

I see two reasons why the site is down:

• Admin stopped him on Azure portal
• OR: the site has reached its resource quota (for example, in the "Free" or "General" mode).

For the first I understand accept that the possibilities are limited. But for the second, I would like to ask a specific message for my users.

You can use Azure Traffic Manager in the transition mode to another resource, but this only works for cloud services, not for websites. There are other DNS service providers, such as DynDNS, that offer similar functionality.

This, of course, will not work in FREE mode, since you cannot have a user domain.
