Get Michael Kaplan book Internationalization with Visual Basic (possibly secondhand ). This is a gold ore of useful information. I have some motives for editing - the index is terrible and the chapter order is a bit random, but it is still excellent. There are several free sample sections on the book's website.
If you are new to Unimess, the terrifying Mishmar that supports Unicode VB6, read Chapter 6 , which is one of the free chapters. Cyberactivex.com also has a good tutorial on this.
Finally, read the International Issues section of the VB6 manual. This is not exhaustive, but worth reading.
EDIT: see this answer for a neutral discussion of internationalization in a programming language - almost everything related to VB6. VB6 The Format function is useful for indicating numbers, currencies, dates, and times. CDbl, CDate, etc. useful for converting from strings to inner types.
