Tooltips and popup hints

Question

Inspired by the following discussion of Twitter Bootstrap Popovers and tooltips in List Items Items displayed in the wrong place and after that, I wanted to use the technique shown in the answer and use it in a simple drop down list, i.e. a select with the attribute size or size="1" .

While it continues to work with the latest version of Firefox (V18), it no longer works in Webkit-based browsers (Chrome V24 or Safari V6) on MacOS X, as well as on Windows 7.

Is there a way to make it work in both Chrome and Safari?
