2011 SP1 Content Reseller Package in the production environment

Is there a need (is it desirable) to have a Content Porter (cp) server license in a production environment?

Does the reversing package require a CP Server license?

How much does it cost?

This can be useful if you need to configure BluePrint or copy part of your production content to a lower environment for testing purposes. Most often, viewing the entire CM database backup and restoring it in lower environments, but this may not be possible in all cases due to chess workflows, etc.
