IOS and main application offline

I know about mapxbox / routeme and rubeme, but I need something basic. I need a basic map with all countries, and the only details are the name of the countries and borders. Can I do this with mapbox? Is there an easier way to do this? The application must be offline and pre-load maps.

iOS 7 supports standalone maps.

You just need to add tiles for a specific area.

The tile contains a map overlay, so we just need to add this overlay on the map.

For tiles, you need to calculate the area for which you need a standalone map, and then get that area from OpenStreetMaps .
