Is it possible to configure Hotspot to save statistics between runs?

The HotSpot compiler finds out about your code when your process starts. Is there a way to configure it to save what it learned so that the next time the process starts (provided that the bans or class files have not changed), it does not need to start from scratch?

No.

There are other JVMs that can do this. For example, Oracle JRockit allows you to save profiling information and compiled code. Excelsior JET also does this.
