When an AWS based application crashes, how do I set up a Fail Whale style page?

I could not find an option for AWS ELB to show a whale-style system failure message when the servers cannot reassure clients that we are working on a problem.

The best thing we can come up with is to install a micro-ec2 instance, and then check the server's health by setting the daemon or cron or using monit and display this micro-instance when all the servers are down.

Are there any more elegant solutions to this problem?

Route 53 can check your site and redirect users to the crash page. If it is static, you can host this page on s3.
