The URL scheme for launching Settings.app programmatically on a specific settings panel was briefly shown (although I’m not sure that it was documented) in iOS 5. However, this feature was suppressed for third-party applications in iOS 5.1. Be that as it may, there is currently no way to do this from a third-party application in the latest OS version - at least not in such a way that your application is not rejected from the App Store. This is probably a way to jailbreak, but I’m not mistaken in this, so I don’t know.
