How to create a virtual display?

The question is simple, but I think the answer may not be that way.

I want to create a display device on which the GPU will display a desktop or video game. However, this device will not be connected to any physical screen on the video card port. The resulting data will be retrieved and transmitted elsewhere over the network.

A bit like OnLive did, but I would like to stream this video output over a local network. Obviously, this should be a full and real display so that existing applications or video games can work properly on it.

Is this possible in C #?

Of course, could you associate it as an output stream with processed frames connected to a network socket or the like?
