It works fine in IE9 and FF19.0.2. Only Chrome 26 have these characters. And further. If I turn off font styling with the Chrome Developer Tools, these weird characters will become normal.

@ user2923075 reminded me that this question exists and I had to update it again. During this question, I installed font families on windows, and some helvetica families caused this. I deleted it and everything was in order. But it seems that there is not only one source for this problem, as @ user2923075 pointed out his Mac experience. Hope this helps you.

UPDATE. If you are on a Mac with Safari or Chrome, reinstall your computer. Apple has a javascript infrastructure update, and you need to restart to activate this update for activation. My problem is that my OSX has not been restarted for 3 months (you know .. Mac, OSX, never crashes, etc. Etc.) Reboot and this will most easily fix the problem.

You will also see this if you are using Safari 6.x on a Mac. Switching to Western ISO Latin 1 or Unicode UTF-8 - or any other text encoding in Safari Advanced Options will not help. Stitches, as you need, go to another browser, for example Firefox. This will fix it. The problem appears on sites like jsfiddle.net, daniweb.com and others.

This is not a CSS issue if you saw it more and more. This is a problem with the browser.

Google Chrome automatically matches system fonts with the appropriate language encoding. As long as the appropriate fonts for each language are installed, Chrome will probably be able to interpret the correctly encoded page.

If you do not see the content, you need to install the correct font, as indicated on individual pages by language.

Change Encoding (Windows 7)

Click the settings icon (wrench) after the URL address bar and select Tools → Encoding to view the current encoding. If necessary, switch from Unicode (UTF-8) or Western (ISO Latin 1) to the corresponding encoding. In some cases, you may need to scroll to the end of the menu. If the script has more than one parameter, select it until the page displays correctly. AFTER you leave the site, you may need to switch your browser back to its original settings. \
