How to customize the program icon?

How can I customize the icon for the existing program.exe and icon.ico file (in the same folder) using some kind of hidden file (settings)?

Edit: I know the py2exe CustomIcon parameter, also about WinRar Sfx ...

Question: is it possible in this way?
