CKEditor inserts a widget into another widget

I have a problem with widgets in CKEditor 4.3. How to allow a widget to insert another widget?

For example:

The first widget has a title and content. The second widget has a control panel and a right panel. How can I put the second widget in the first widget?

It is not possible yet. We had to block the ability to host widgets when working on the first widget implementation in CKEditor 4.3.

I reported a ticket for this feature. However, eliminating this limitation may require several major releases, as this is a very complex thing.
