Google Web Designer on Windows XP

I installed Google Web Designer on Windows XP and saw this error:

The GetSystemDefaultLocaleName entry point cannot be in the KERNEL32.dll dynamic library

What can I do?

I think it will not support XP.

Below are the minimum system requirements, according to their documentation :
