Question

Is it possible to link the latter jquery.cookie.jswith google code instead of a local copy?

If so, can someone provide me with a link for this so that I can link it on my page.

Indeed, this is not in the Google CDN. All libraries on the CDN are listed here - http://code.google.com/apis/libraries/
