Why is it necessary to update the OSGi-based Eclipse model after installing a new plug-in?

Eclipse is based on the OSGi model. And the OSGi model declares that it supports hot install and uninstall packages. So I am confused why Eclipse always needs to be restarted in order to perform a new installation of the plug-in. Is the OSGi model not so good or has Eclipse not implemented the whole model?

The OSGi model works very well, but the speaker does not come for free. Package code must be written in such a way as to cope with the arrival and departure of services.
