Google Wallet for Digital Goods API vs. Google Play In-App Billing

Surprisingly, the difference between Google Wallet APIs and billing and billing on Google Play. What are the benefits of using the GooglePlay payment service for in-app purchases through the Google Wallet Billing API? I see that the Wallet APIs also support Android, and then why use the Goole Play IAP app? I am going to introduce a cross-platform solution for purchasing digital goods in the application.
