Is there a way to use bluetooth 4.0 and beacons to create store navigation?

I am looking for the best way + API to use, for internal tracking and navigation using Bluetooth 4.0. I know that you can determine if a person is near the lighthouse or has entered the store, but I'm not sure if you can really track this person and understand where he is inside the store using your phone.

Is there a way to do this, and if so, what is the best tool to use it?

I also found indoo.rs , but I do not know how accurate this is, and if it is the best tool to use.

There are two solutions from indoo.rs: - "proximity" - low budget, room accuracy - "fingerprint" - accuracy 2-5 m.
