Netbeans file cannot be opened safely

I receive files from a friend who does not use the NetBeans IDE when I open a file containing a special caracter, such as "é", "à", ... it shows me this pop-up message: this popup message

if I say yes, it will open the file and change these characters to "" like thisorthis

Any idea how to open a file safely?

The letters you mention seem french. You need to open the file, specifying the source encoding, and then save the file as UTF-8
