IpOverUsbSvc Error Registering Windows Phone Developer

Question

When I try to register my Windows phone device with the registration of Windows Phone developers I cannot connect to the phone.

The message also says: "For phones running Windows Phone 8, make sure that Windows Phone IP Over USB Transport ( IpOverUsbSvc) is running .

I followed the instructions on this site and this service is running. I am still getting the same issue.

What can I do?

Sometimes the phone restarts. Also try stopping / starting the IpOverUsbSvc service.
