How do XML namespaces work if you are not connected to the Internet?

I am learning XML and web services, but I do not know how I can get the XML namespace when my application is not connected to the Internet?

And I use a library that matches the XML namespace, but I don't understand how they are related.

Namespaces in XML 1.0 The recommendation does not require a namespace URI to be used to retrieve anything. Therefore, an internet connection is not required. A namespace can even be called something other than a URL, but the authority and uniqueness of domain names in a URL are very important.

It is also often convenient to host the XSD at the endpoint of the URL specified by the namespace. This practice causes problems with connecting to the Internet, but there is no internal problem here, at least with regard to the namespaces themselves. If you need access to XSD for, say, verification purposes, you can save a local copy and only change the hints provided to the XML processor when you want to get a local, not a remote copy.
