How to enable CSS real-time editing in chrome?

I have many videos in which developers change CSS on the fly in chrome. I tried the same, but chrome did not allow me to change the code. I can not write in the stylesheet.

Are there any specific settings for this? Please help.

EDIT: To edit CSS, I right-click on an element, select a validation element. He will open the console. I select the identifier of the element and go into "Resources" in style.css and try to change the CSS. This does not allow me to write there.
