I am studying the creation of an application with a plug-in architecture in which each plug-in is a service.

But before going ahead and starting to implement this, I would like to know how many such plug-ins can coexist on this Android device.

I am afraid that you will not receive any authoritative answer, because any supplier (for example, Sony, Samsung, HTC) can not only add their applications to the system, but also configure any other platform parameters. And there are various androids, such as AOSP, but also, for example, CyanogenMod's. Usually they do not publish such information, so basically it would be just a blind guess.
