Can the HTML / JavaScript application for the Windows Store work in a editable window editor?

Question

I am going to start developing an application on Windows 8.1. To use my existing skills and experience, I would rather use HTML rather than XAML for the interface.

Instead of launching the application in full screen mode, I would like to have it in the old-school WPF / WinForms style window, which can be modified, maximized, etc.

Is it possible? If so, how?
