How to increase processor utilization in Windows 8

Question

I am doing a project for my college using WEKA, I classify a very large text file (300 MB). But this is a very slow process.

I looked in the task manager, and I saw that weka only uses 10% of the processor, and overall processor usage is about 13%. I want to increase the use of weka cpu utilsation. I have already set weka priority to high.

Any ideas how I can do this?
