How to download a file from a database / folder using php

Question

The downloaded file will be stored in the database and folder (folder name: uploads). Now I want to know how to create a download file from a database / folder. I have two butangDonload.php and download.php files. When the user clicks the word “download”, a pop-up window will appear and save the file.
