How to install setproctitle on windows?

I am trying to install the library openoptfor Python 3.3 on 64 bit Windows 8.1.

The fact is that to start its installation, I first need to install setproctitle.

That's where it all goes wrong.

When I start easy_install setproctitle, the following error appears in PowerShell:
