Does Azure have low-cost cloud storage like the Amazon Glacier ?

No, Microsoft Azure does not offer a service equivalent to the Amazon glacier. The glacier is built on top of Amazon S3. The Amazon S3 equivalent is Microsoft Azure Blob Storage.

Microsoft Azure recently introduced a new access level called Archive TierAmazon Glacier (and another long-term cloud storage solution for archival purposes).
