Can I create a “write once and for all” system in Java?

I understand that OSGi modules can be added and removed dynamically at runtime. So, is it possible to have a system in which I can update it without resorting to its use? (Thinking along the Erlang / OTP line, but let me say that I do not require fault-tolerant Erlang system warranties). If not, what is the blocking factor? I am currently looking at OSGi, but not going deeper.
