Microsoft.Net framework 4.0 for single-byte character characters

When installing SAS OnDemand, I get this error:

Before deploying SAS software, the following requirements must be met:

Microsoft .NET Framework 4.0 for single byte languages

Can someone help me with this error. I am using Win 7 32 bit. I have VS 2010 on my computer, and again I tried to install the .NET framework 4.0, but without any results. My friends installed this app without any problems, but I'm stuck.
