Find hidden / covered items in SVG

Question

Is there a way to check if an element is fully covered in SVG? I'm not talking about the display: no, visibility: hidden or an item from the viewport. I am trying to figure out if an element is completely invisible because it has other SVG elements in front of it.

It is better if I can do this in browsers, but server side with SVG lib will be fine too.
