Why not use bootstrap 2.3.2?

We have a Rails and Angular product based on Bootstrap 2.3.2. This is an internal application right now, but we will open it soon for external clients. It is stable and there is no reason to upgrade to Bootstrap 3.

Upgrading to Bootstrap 3 will require some effort, and it is more likely that when you open the application to clients, we will attract a designer to work with the Bootstrap database and expand it.

As Bootstrap is β€œjust” CSS and js-enabled, I wonder if there is a reason not to continue working with Bootstrap 2.3.2 for this application?

UPDATE I must add that the application is an application that uses the keyboard, only for the desktop (only), which is used in offices. It is currently unlikely to be used on mobile devices.

DECISION

In the end, we decided to upgrade to Bootstrap 3 along with AngularUI. Bootstrap 2 already looked dated ... There were a lot of updates, since there was no automated update path. There are several conversion sites, but we found that they do not work well for complex pages, and each page must be manually transcoded.
