Can iBeacon scan iOS devices, even Bluetooth is turned off?

The iBeacon / sensor tags should check the devices that are in my store and report some information to the server / device. Information, like the name of the device, what position and how much time the client spends on a particular product. My questions:

  • Can iBeacons scan a device (smart ready-made bluetooth iOS device) even if Bluetooth is turned off?

  • If not, then why should I use this replacement.
