When to use Foundation / Bootstrap or custom css?

So that was the topic of debate between me and another coder. We use the basis for the project, and he really likes to follow the system that they provide. I like to take risks when he doesn't fit exactly.

An example of this was when I did the registration form, and I wanted the same view to look at each submission. I created a login form with a solid width and centered with margins. He returns to the code and places it on the foundation with large / medium / small columns. The rationale was that they knew how best to respond to us faster. I just wanted this to be an opinion on stack overflow.

When to use the css framework correctly and when should you go beyond it?

I assume that in large projects where you want to use every function that the css framework provides, you should go for it. If on small sites, using Bootstrap / Foundation will be a factor in slowing down.

Otherwise, if you are confident that you are creating an adaptive environment yourself, you should go forward. But, if you feel that you are not accepting help from others in the form of css frameworks.
