This question follows from Unity3D - send a message to other mobile phones in the same area
However, I made a mistake by restricting Unity3D.
Therefore, I would like to ask a question without this restriction.
Suppose we have 20 mobile phone users in a cave (so there is no Wi-Fi / isGPS network)
One user presses a button and each other user screen blinks (for a few milliseconds)
How to do it?
What if everyone uses an iPhone? What if there is a mixture of iPhone and Android users? Finally, is there a solution that will cover a wider range of phones?
You must have a network so that mobile phones can share some data. Bluetooth can have a distance of up to 10 meters (device dependent). Since all mobile devices work in one application, they must be connected to the network and communicate. Please check: http://developer.android.com/samples/BluetoothLeGatt/index.html
You can create one device as a server and establish communication between other devices. https://github.com/polyclef/BluetoothChatMulti

Find How to create a chat group html5 , and then build on this example.
It is possible to send commands to the chat marked with the / symbol, where javascript can execute the command.
Good luck with your design. Danny117
