Windows Phone 8 Cards - License Uncertainty

I am planning on developing an application for Windows Phone 8 and am thinking of using standard wp8 (Nokia) cards and cards. This will be a device / client location management application for customers.

Can I use the standard cards used in wp8 and classes such as Microsoft.Phone.Maps, Microsoft.Phone.Maps.Controls?

On the first hand, the page http://developer.nokia.com/lumia/nokia-apis/mapping has information:

Developers can use the API and library for published applications in the Windows Phone Store. The Windows Phone 8 Maps API and HERE launchers are available free of charge to all developers.

But on the other hand, when you enter “full conditions”, there is point 3 “Use restrictions”, where we can find how

You can not: (...)

  • Use the mapping APIs to track business assets, fleet management, or dispatch
  • use the mapping APIs in connection with any internal business application that (a) is directly related to the work of your main business or the main business of your customers, and (b) the only users of such an application are your employees, contactors or customers;

Does this mean that my client / client location management application cannot use any Microsoft card management code? (even with items from another source, such as OSM). If so, what are the other options / libraries?
