No server found suitable for synchronization. For NTP service

Question

I had to collect packages ntpfrom the source and install them on some hosts. After installation, it ntpdate 1.us.pool.ntp.orgworks for synchronization. However, when I tried to do it ntpdate <ip_add_of_another_host>, he showed me the following error

Jul 21 18:57:53 ntpdate [18287]: no server suitable for synchronization was found

Even weirder, sometimes it ntpdate <ip_addr_of_another_host>works after I tryntpdate 1.us.pool.ntp.org

My ntp server configuration file:

I also tried the default setting when I did apt-get install ntp, but it does not work.
