Submitting ASP.net POST using Python requests

I am cleaning up the old ASP.net website using the Python request module.

I spent 5 hours trying to figure out how to simulate this POST request to no avail. By doing this, as I do it below, I essentially get a message saying "No item does not match this link."

Any help would be greatly appreciated - here is the request and my code, a few things have been changed due to brevity and / or confidentiality:
