How to make the app non-downloadable by Android KitKat users?

I developed an application on Android. It works for all users except KitKat users. When I download this application to the Play Store, I want KitKat users to not be able to download this application. Even when I ran this application on my system, it detected KitKat mobile phones. I tried using android:maxSdkVersion="18"in the Android manifest file, but that was not possible.

Is there any way to do this?

It depends on what exactly you want. According to the documentation for the deprecated maxSdkVersion:
