CSS navigation - will not remain open in the subitems menu when the cursor is disabled: hover

See fiddle and you will quickly see the problem.

I use :hoverCSS for my sub-items in my menu. When I am on the sub-items, I can no longer fall into the "element three" as the size of the container decreases, and my cursor position no longer hovers.

How would you solve this? Is there a clean CSS solution?

Subitem mapping works using the class .has-children:

#menu li.has-children:hover ul#sub-menu {
    display: block;
