Couchbase: failed to start couchbase server: timeout

When my computer is connected to a network to which other couchbase replicated servers are connected, the Kuschi-base server that runs on my computer starts implicitly and without problems (localhost: 8091 works). But whenever I start my computer without connecting to the network, and then connect to localhost: 8091, the couchbase server does not start. when I try to start with sudo /etc/init.d/couchbase-server startIt gives an error Failed to start couchbase-server: timed out.. (port 8091 is not used by any other process) Why is this happening? Are there any configurations to change? My OS is Ubuntu.
