Target WP7 and WP8.1 (Devices 8.0 get WP7 app)?

If I am targeting WP7 and WP8.1, then:

  • Will WP8.0 devices be able to download WP7?
  • Will WP8.1 devices return to WP8.1?

I am developing an application that I would like to configure for WP 7.1, 8.0 and 8.1.

I am thinking about targeting 8.1 sdk for WP8. I'm just not sure that this is a good idea, since not all devices received a phone update in 8.1 format.
