Do I need to install Microsoft Visual Studio 2010 Tools for Office Runtime (x86 and x64) for my PowerPoint add-in?

I am currently installing the Powerpoint add-in that I created in C #. in preconditions Microsoft Visual Studio 2010 Tools for Office Runtime (x86 and x64). I created a setup using deployment ClickOnce. But I would really like my installation to not need administrator rights.

The program Microsoft Visual Studio 2010 Tools for Office Runtime (x86 and x64)requires administrator rights to install ... But do I need this program for my add-in? It was in the premises of the devil
