Pseudo Streaming MP4 File

Question

I have a few questions regarding the pseudo-stream of an MP4 file.

• Is the whole file uploaded, for example. if I clean 1 minute to 2 minute video, only the second half will be downloaded, thereby saving bandwidth?

• Is there a way to test this with Chrome dev tools?

• How can I create MP4 ready for pseudo-stream? I read that metadata should be at the beginning of the file, how can I do this? Is there any recommended software?
