RedLaser Driver License Scanner - Calibration for Each State (iOS)

I am using a RedLaser PDF214 scanner to output data from a 2D barcode on the back of the drivers (iOS).

Problem: for every new state (or at least for most) I have to recalibrate to work with this particular status barcode.

Examples of various barcodes:

Illinois: http://www.cyberdriveillinois.com/departments/drivers/drivers_license/newdlflyer1.pdf

Any resources or suggestions on how to get this job fast for all states? The current process is very manual and requires a license (or photograph) of each status barcode.

AAMVA has documentation for the entire United States, and you can recalibrate (implement) support for all states in accordance with this document: http://www.aamva.org/DL-ID-Card-Design-Standard/
