Ui-router sometimes does not change the page in Internet Explorer> 9

I am using ui-router for the application. In IE> 9, page tracing eventually stops working. Especially if I manually change the URL and press enter. Sometimes clicking on an application launches it again. This issue does not occur in Chrome, Firefox, or IE9. Help is appreciated.

I had a similar problem, now it is solvable: https://github.com/angular/angular.js/issues/9143

Now I am using 1.2.28 and I do not see this problem in IE 11.
