Empty, unedited pg_hba.conf file

I am trying to connect my Sinatra application to a PostgreSQL database using this tutorial: http://samuelstern.wordpress.com/2012/11/28/making-a-simple-database-driven-website-with-sinatra-and-heroku / . Everything goes fine until I try to execute:

rake:db migrate

then I get this error:

rake aborted!
PG::ConnectionBad: fe_sendauth: no password supplied

It seems that I should change my rights in the pg_hba.conf file, but when I open it, I can’t see anything. And, if I try to write something in it, it says "readonly".

How can I get rid of the error correctly and where to go next?

edit: if I try to open it from another text editor, it says that I do not have permission.
