What is the difference between dependency and plugin in Grails?

Question

After one year of working with Grails, I still can’t tell the difference between the dependency and the plugin, so I don’t know where to declare each and why.

I used to think that Java JARs are dependent, but it is not, because I declared some plugins that we created as depencendies, and Grails still recognized them as plugins.

Now I think that there is no difference except that the plugins will be exported by default. I'm right?
